Out of this appropriation, $2,250,000 from the general fund and $2,250,000 from nongeneral funds the first year and $2,250,000 from the general fund and $2,250,000 from nongeneral funds the second year shall be provided, effective July 1, 2026, for the Department of Medical Assistance Services (DMAS) to compensate Federally Qualified Health Centers (FQHCs) for underpayments for services rendered in two fiscal years prior to an initial request for change in scope under the new process."

Explanation

(This amendment provides $2,250,000 from the general fund and $2,250,000 from the nongeneral fund each year to compensate Federally Qualified Health Centers (FQHCs) for underpayments for services rendered in the prior two fiscal years due to a lack of a Change in Scope process that was in development. The federal Centers for Medicare and Medicaid (CMS) will allow a look back period of 24 months to calculate and reimburse the federal share of these costs.)
