"43. Supplemental Add-On Payments for English Learners, At-Risk, and Special Education Students

Out of this appropriation, $369,000,000 the first year and $371,000,000 the second year from the general fund is provided to make interim progress in increasing the state share of Standards of Quality per-pupil add-on payments for students facing higher barriers to learning.

a. Of this amount, $150,000,000 the first year and $150,000,000 the second year shall be provided to increase At-Risk Add-On payments for students from low-income families.  The Department shall distribute these funds to increase the statewide concentration index ceiling to 56.8 percent the first year and 56.9 percent the second year.

b. Of this amount, $69,000,000 the first year and $71,000,000 the second year shall be provided to establish and distribute an English Learner Add-On payment.  The Department shall distribute these funds as a basic aid add-on per student identified as an English learner, with a statewide benchmark of a 9.75 percent add-on to basic aid each year.

c. Of this amount, $150,000,000 the first year and $150,000,000 the second year shall be provided to increase the Standards of Quality add-on funding weights for students with disabilities.  The Department shall distribute these funds to increase the special education add-on weight to approximately 16.15 percent for service Level I students and an approximately 17.85 percent for service Level II students.

d. At the discretion of each school division, funds provided in this subdivision may be used for evidence-based supports and services and may include additional instructional staff, specialized instructional support personnel, extended learning time, tutoring, family and community engagement, and high-quality instructional materials."



Explanation

(This amendment provides $369.0 million from the general fund in fiscal year 2027 and $371.0 million from the general fund in fiscal year 2028 to increase basic aid add-on payments currently provided for the At Risk and Special Education Add-Ons, and establishes an English Learner add-on payment.)
