For the purposes of funding support positions in Basic Aid, a funding ratio methodology is used based upon the prevailing ratio of actual support positions, consistent with those recognized for SOQ funding, to actual instructional positions, consistent with those recognized for SOQ funding, as established in Chapter 781, 2009 Acts of Assembly, except for support service positions defined in § 22.1-253.13:2 of the Code of Virginia, 1950, as amended which, may either be employed by the school division or employed through contracted services, whose funding will be calculated on a prevailing basis. For the purpose of making the required spending adjustments, the appropriation and distribution of Basic Aid shall reflect this methodology. Local school divisions shall have the discretion as to where the adjustment may be made, consistent with the Standards of Quality funded in this act."



Explanation

(This amendment removes support service positions in § 22.1-253.13:2 of the Code of Virginia from under the support position funding cap methodology, as established in Chapter 781, 2009 Acts of Assembly, and returns funding calculations to a prevailing basis, as was the practice as recently as in Chapter 879, 2008 Acts of Assembly. This change to the funding methodology has a fiscal impact of $406.4 million the first year, and $407.1 million the second year.)
