A. This appropriation includes $1,100,183 the first year and $1,100,183 the second year from the general fund for contractual services related to assisting schools that do not meet the Standards of Accreditation as prescribed by the Board of Education.
B. Notwithstanding the provisions of § 2.2-1502.1, Code of Virginia, the Board of Education, in cooperation with the Department of Planning and Budget, is authorized to invite a school division to participate in the school efficiency review program described in § 2.2-1502.1, Code of Virginia, as a component of a division level academic review pursuant to § 22.1-253.13:3, Code of Virginia.
C. The Virginia Departments of Education, Health, and Agriculture and Consumer Services shall develop a plan for the transfer of the Summer Food Services Program and the Child and Adult Care Feeding Program from the Virginia Department of Health, and the Fresh Fruit and Vegetable Program, National School Lunch Program, School Breakfast Program, and Special Milk Program from the Virginia Department of Education to the Department of Agriculture and Consumer Services in an effort to house feeding services under one agency, and shall submit such plan to the Governor for approval. Upon approval of such plan by the Governor, the Director, Department of Planning and Budget, is authorized to transfer funds and positions between the three affected agencies to support necessary changes in organization or responsibility resulting from the transfer of these programs.
