Page 291, following line 45, insert:
The Department of Criminal Justice Services shall allocate the funds in this Item for jail per diems in fiscal year 2013 in twelve equal monthly installments, based on FY 2012 allocations, adjusted for actual changes in jail population.  The funds in this Item shall be allocated through a block grant beginning in FY 2014.  The Department shall develop policies and procedures, including performance standards, to administer the block grant.  A report on the implementation of the block grant shall be submitted to the Governor and the Chairmen of the Senate Finance and House Appropriations Committees by December 1, 2012."


Explanation
(This is one of a series of amendments that reorganizes the Compensation Board. This amendment transfers $49,888,871 GF each year from the Compensation Board to the Department of Criminal Justice Services for jail per diems. A companion amendment to Item 69 transfers these funds from the Compensation Board. Companion amendments to Items 75 and 396 transfer funds and positions from the Compensation Board to administer these funds as a block grant beginning in FY 2014.)
