Page 263, after line 55, insert:
"F.  Out of this appropriation, $100,000 from the general fund and $100,000 from nongeneral fund shall be used to revise the current schedule for the issuance of Supplemental Nutrition Assistance Program (SNAP) benefits.  The department shall spread out the issuance of SNAP benefits over ten (10) calendar days with single payments to recipients occurring on the first, fourth, seventh and tenth day.  The transition to this revised schedule of payments shall be completed no later than December 1, 2012.  The Department shall work with SNAP vendors to develop appropriate notification to recipients about the revised schedule and shall coordinate with SNAP vendors and local food banks to ensure available supplies during the transition."


Explanation
(This amendment adds budget language specifying actions the Department of Social Services must follow to stagger the issuance of Supplemental Nutrition Assistance Program (SNAP) benefits (i.e., food stamps). The introduced budget included $100,000 GF and $100,000 NGF for one-time systems costs related to staggering the issuance of food stamp benefits in order to relax the burden on large retailers and allow inventory to be restocked between the issuance of food stamps.)
