Page 18, following line 3, insert:
"G.1.  JLARC is hereby directed to review the current and projected utilization of state juvenile correctional centers and local and regional juvenile detention centers.  The review shall examine the extent to which these facilities may have excess capacity, which might be eliminated or reduced in order to re-program available funding and thereby increase the level of emphasis on offender re-entry programs, treatment services, and evidence based practices.  The intent of the study would be to suggest ways to make the best use of available resources in order to emphasize best practices and reduce the overall level of recidivism and crime.
2.  JLARC shall complete its study and submit a final report prior to the 2014 Session of the General Assembly."

(This amendment directs JLARC to review the long range need for and the types of secure juvenile facilities at the state, regional and local level, and the potential for cost savings through the reduction of excess capacity, the development of effective reentry programs and treatment services, and the increased emphasis on evidence-based practices to reduce the overall level of recidivism and crime.)
