Page 238, line 6, after "rates" strike the remainder of the line and insert:
"will receive inflation updates intended to maintain fiscal year 2012 levels of payment adequacy (Medicaid payments relative to allowable costs).  To achieve this objective - based on the most recent Medicaid hospital cost information and health care inflation indices used by the Department of Medical Assistance Services - the incremental inflation updates will be 2.6 percent in fiscal year 2013 and fiscal year 2014."

It provides limited inflationary adjustments to hospital and nursing home payments to preserve access to essential health services by maintaining current Medicaid payment adequacy for hospital and long term care services and ensuring that the gap between Medicaid payments and costs of delivery do not worsen.)
