"35.  Appropriations in this item include an amount estimated at $10,300,000 each year from the general fund for one-time start-up grants of $50,000 per classroom for school divisions to convert remaining half-day kindergarten programs to full-day programs.  In the first year, the funds shall be awarded on a first-come, first-served basis, with any requests beyond the appropriation to be awarded in the second year."

(This amendment provides one-time start-up funding estimated at $20.6 million based on $50,000 per classroom -- based on 24 students per class -- for the remaining schools with half-day kindergarten programs to convert to full-day kindergarten The funding is divided evenly between the two years of the biennial budget. As of September 2011, there were 9,932 half-day kindergarten students across four school divisions - Loudoun, Virginia Beach, Chesapeake, and Frederick.)
