"c. The Department for the Blind and Vision Impaired financial responsibilities for providing state support to school divisions for the services of special education teachers who provide services to the visually impaired students shall be transferred into Direct Aid for Public Education.  Appropriations in this Item are included for the state's share of funding the number of teacher positions needed to provide one teacher for every eight visually impaired students, an instructional aide for caseloads of 10:1, and a resource teacher for every 24 students who are visually impaired."


Explanation
(This amendment provides $5.1 million each year for the state's share of the cost of adding the needed teaching positions to visually impaired students at a 8:1 ratio, 10:1 with an instructional aide, and a resource teacher for every 24 students who are visually impaired. This amendment also transfers the responsibility for state funding to school divisions for the services of special education teachers who provide services to visually impaired students from the Department of Blind and Vision Impaired to Direct Aid for Public Education. There is a companion amendment in Item 351 removing the $509,328 annual allocation for this purpose from the Department of Blind and Vision Impaired.)
