"35.  Full-Time Virtual Schooling
The Department of Education shall calculate and report the level of total state funding and per pupil state funding associated with students enrolled in full-time virtual school programs in school divisions other than the one in which they are a resident, as reported in September 30, 2011 Fall Membership. No more than 700 students statewide may be funded for full-time virtual school programs as if they were residents of the enrolling school division.  The Department of Education is authorized to allocate the slots on a first-come, first-served basis as applied for by school divisions."


Explanation
(This amendment directs the Department of Education to transparently report the level of state funding associated with students enrolled in full-time virtual programs in school divisions other than the one in which they are a resident. As of September 30, 2011 Fall Membership, Carroll County Schools reported 311 students statewide enrolled in their K-8 program and Buena Vista reported 165 students statewide enrolled. Total state funding for those students is approximately $2.8 million for FY 2013 based on the total estimated allocation for those school divisions as proposed in the budget as introduced. Both of those programs are operated by a private provider. Other school divisions may have reported smaller full-time virtual enrollments. In addition, the amendment caps the number of full-time virtual students across the state that may be funded for full-time virtual school programs as if they were residents of the enrolling school division.)
