Explanation
(This amendment makes the following changes to the Virginia Preschool Initiative for At-Risk Four-Year-Olds: 1) restores the funding reduced by changing the methodology for estimating the number of four-year-olds, 2) expands the proxy for "at-risk" to Free or Reduced Lunch eligibility (rather than Free only), and 3) updates the per pupil amount to an amount estimated at $6,540 towards a more realistic current cost. Also, sets aside $1.5 million annually for one-time start-up or expansion grants of $50,000 per classroom for school divisions not yet fully utilizing their available state supported slots.)
