The Department of General Services shall sell the 9th Street Office Building in Richmond and deposit the proceeds, estimated at $9,500,000, into the General Fund.2. The sale of the 9th Street Office Building in Richmond may provide for parking for the 9th Street Office Building owners, tenants, and visitors on the state property bordered by 8th Street, Broad Street, and 9th Street in Richmond. In such event, the Department of General Services is authorized to construct a parking facility on the forementioned site, with up to 250 parking spaces allocated for use by the Legislative Branch of Government, and visitors to the Capitol. Upon request by the Director of the Department of General Services, the State Treasurer shall advance a loan of up to $5,000,000 for the state share of the parking facility construction in the form of a short-term treasury loan, with no interest."The amount appropriated by this Item shall be used for construction of a permanent monument celebrating the emancipation of slaves, on Monument Avenue in Richmond, in commemoration of the 150th anniversary of the signing of the Emancipation Proclamation on January 1, 1863.
