Explanation
(This amendment adds $2.0 million GF the second year to restore funding for the Virginia Health Care Foundation to continue providing primary health care to uninsured and medically underserved Virginians. Funding for the Foundation was reduced by 50 percent in FY 2014 in the introduced budget. If funding is not restored, health services for uninsured Virginians, which has increased significantly during the economic recession, will be reduced. The Urban Institute has noted that even after implementation of federal health care reform, an estimated 289,000 Virginians with income under 200 percent of federal poverty guidelines will remain uninsured. The current capacity of the health safety net (198,000 patients) is insufficient to treat all those who need services.)
