"J. Out of this appropriation, $3,000,000 the first year and $3,000,000 the second year from the federal Temporary Assistance to Needy Families (TANF) block grant shall be provided for community action agencies to promote self-sufficiency."

Explanation
(This amendment provides $3.0 million each year from the federal TANF block grant for services provided through community action agencies to promote self-sufficiency. Thirty-two community action agencies (CAA) in the Commonwealth provide service to low-income families and communities. State funding for CAAs has fallen from $6.4 million in fiscal year 2009 to $500,000 in fiscal year 2012.)
