"LLL.  The Department of Medical Assistance Services shall amend the State Plan for Medical Assistance to increase reimbursement rates for ground emergency transportation to 50 percent of Medicare Virginia urban rates in effect in fiscal year 2011.  The department shall have the authority to implement these reimbursement changes effective July 1, 2012, and prior to the completion of any regulatory process undertaken in order to effect such a change."


Explanation
(This amendment provides $1.8 million from the general fund and $1.8 million from federal Medicaid matching funds each year to increase the Medicaid rate for ground ambulance services to 50 percent of the Medicare rate in effect in fiscal year 2011 for Virginia urban areas. Medicaid ground ambulance rates have not been increased since 1998. In 2011, Medicaid ground ambulance rates ranged from 50 to 80 percent lower than Medicare rates.)
