"M.  The State Executive Council shall reinstate policy to effect the Office of Comprehensive Services to allow utilization of the special education mandate cited in § 2.2-5211 B to fund non-residential services in the home and community for a student with an educational disability when the needs associated with that student's disability extend beyond the school setting and threaten the student's ability to be maintained in the home, community or school setting."


Explanation
(This amendment restores $5.4 million from the general fund each year to provide "wrap-around" services for children and youth with special education needs to prevent their placement in more restrictive and expensive special education placements. Funding for these services was eliminated in the introduced budget and appropriations for CSA services were reduced by anticipated balances in the state pool of funds in fiscal year 2013 and fiscal year 2014. A portion of the anticipated balances are reappropriated for to fund these services.)
