Explanation
(This amendment requests general fund to cover the cost of studying strategies for adaptation to the rise in relative sea level in Tidewater Virginia localities as required under House Joint Resolution 50. Norfolk ranks tenth globally in the value of assets exposed to increased flooding. In order to effectively develop a planning, preparedness, and risk minimization strategy to protect the Commonwealth’s economic assets in the areas most affected by flooding in the City of Norfolk, a one-year study is requested under House Joint Resolution 50. This study’s purpose is to address the overall effectiveness of current adaptation efforts to address coastal flooding along Virginia’s shoreline and coastal communities. These coastal communities include such economic assets as the Port of Hampton Roads, Naval Station Norfolk and other Hampton Roads military bases along with assets relating to the travel and tourism industry. This study shall be conducted at the direction of the Virginia Institute of Marine Science as proposed under House Joint Resolution 50.)
