Explanation
(This amendment provides $54.4 million the first year and $54.6 million the second year from the general fund restoring funding for the inflation factors cost relative to the 2012-14 rebenchmarking updates. There is a companion amendment in Item 447 that removes the additional portion of the general sales and use tax deposited into the Highway Maintenance and Operating Fund in House Bill 30 as introduced pursuant to legislation to be offered to the 2012 Session of the General Assembly. House Bill 983, which shifts the taxation of gasoline from a cents per gallon to a percentage basis provides an alternate method to increase funding for transportation in the long-term, thus eliminating the need to shift what currently are general fund resources to transportation.)
