"c. The Department for the Blind and Vision Impaired financial responsibilities for
reimbursing school divisions for the services of special education teachers who provide services to the visually impaired students shall be transferred into the Department of Education. Appropriations in this item are included for the state's share of funding the number of teacher positions needed to provide one teacher for every eight visually impaired students, an instructional aide for caseloads of 10:1, and a resource teacher for every 24 students who are visually impaired."


Explanation
(This amendment provides $5.1 million the first year and $5.1 million the second year from the general fund to pay for the state's share of the cost of adding the needed teaching positions to visually impaired students at a 8:1 ratio, 10:1 with an instructional aide, and a resource teacher for every 24 students who are visually impaired. This amendment also transfers the responsibility of reimbursement to school divisions for the services of special education teachers who provide services to visually impaired students from the Department for the Blind and Vision Impaired to the Department of Education. There is a companion amendment in Item 351 that removes the allocation from the Department for the Blind and Vision Impaired.)
