Not withstanding any other provision in statue or in this item, the Department of Education is directed to calculate the 2012-2014 rebenchmarking costs without including the American Recovery and Reinvestment Act allocation of State Fiscal Stabilization Funds in the federal revenue reduction calculation and to calculate the cost of competing adjustment in the same manner as used in the 2010-2012 rebenchmarking update and to calculate the cost for the Virginia Preschool Initiative utilizing the estimated number of four-year-olds from the Virginia Employment Commission."


Explanation
(This amendment provides $99.2 million the first year and $100.5 million the second year from the general fund to restore funding into the federal revenue deduction calculation. The introduced budget included the federal revenues received from the American Recovery and Reinvestment Act's State Fiscal Stabilization Fund (SFSF) which decreased state funding to school divisions. This amendment removes the SFSF revenues and consequently increases state funding to divisions.)
