"c.  An additional state payment of $33,607,332 the first year and $34,581,536 the second year from the general fund is provided for Composite Index Hold Harmless Payments to school divisions whose composite indices of ability-to-pay increased from the prior biennium.  Payments are based on the lower of the 2000-02 composite index versus the 2002-04 composite index for each school division.)

(This amendment provides funding for a composite index transition payment to assist school divisions whose composite index of local ability-to-pay increased from the prior biennium. The payments would be highest for school divisions with the largest enrollment growth.)
