Page 116, after line 19, insert:
"c.  An additional state payment of $6,300,000 the first year and $5,800,000 the second year from the general fund is provided for Composite Index Transition Payments to school divisions whose composite indices of ability-to-pay increased from the prior biennium.  Payments shall be based on a per-pupil amount giving the greatest percentage of the payment to divisions growing by the greatest number of students."

(This amendment provides funding for a composite index transition payment to assist school divisions whose composite index of local ability-to-pay increased from the prior biennium. The payments would be highest for school divisions with the largest enrollment growth.)
