Explanation
(This amendment provides $5,000,000 the first year from federal funds to combat terrorism. These funds will be used to reimburse local governments and state agencies for additional costs associated with responding to an emergency incident, including the provision of equipment and training. Costs to be covered shall include overtime pay, food and lodging costs. Localities and state agencies will file claims against the fund to recover costs associated with responding to such an incident. The Department of Emergency Management will set up criteria for localities and state agencies to apply for these funds.)
