Page 501, after line 46, insert:

"M. The Secretary of Transportation, in collaboration with the Virginia Department of Transportation and the Department of Motor Vehicles, shall work with counterparts in the District of Columbia and the State of Maryland to review issues related to ticket reciprocity and registering vehicles in Virginia for out-of-state residents. The study shall include but not be limited to: (i) an examination of how ticketing reciprocity is handled for tickets issued to Virginia drivers by the District of Columbia through automated ticket enforcement; (ii) options for how Virginia could enter into reciprocity agreements for automated tickets; (iii) options for how Virginia, Maryland, and the District of Columbia could enter reciprocity agreements for toll violations; and (iv) an examination of the issue of out-of-state drivers in Maryland and the District of Columbia being able to register their vehicles in Virginia, including the scope of this issue and options to curtail this practice with a particular emphasis on preventing drivers with a dangerous driving record from registering vehicles in Virginia. The review will be coordinated through the Metropolitan Washington Council of Governments. The Secretary of Transportation shall submit recommendations to the Chairs of the House Committees on Transportation and Appropriations and the Senate Committees on Transportation and Finance and Appropriations by November 1, 2026."



Explanation

(This amendment directs the Secretary of Transportation, in collaboration with the Virginia Department of Transportation and the Department of Motor Vehicles, to work with their counterparts in the District of Columbia and the State of Maryland to review issues related to ticket reciprocity and registering vehicles in Virginia for out-of-state residents.)
