A.1. The capital projects in paragraph B. of this Item are hereby authorized and may be financed in whole or in part through bonds of the Virginia College Building Authority pursuant to § 23.1-1200 et seq., Code of Virginia, or the Virginia Public Building Authority pursuant to § 2.2-2260 et seq., Code of Virginia. Bonds of the Virginia College Building Authority issued to finance these projects may be sold and issued under the 21st Century College Program at the same time with other obligations of the Authority as separate issues or as a combined issue. The aggregate principal amounts shall not exceed $1,056,148,618 plus amounts needed to fund issuance costs, reserve funds, original issue discount, interest prior to and during the acquisition or construction and for one year after completion thereof, and other financing expenses, in accordance with § 2.2-2263, Code of Virginia.
2. From the list of projects included in paragraph B. of this Item, the Director, Department of Planning and Budget, shall provide to the Chairmen of the Virginia College Building Authority and the Virginia Public Building Authority the specific projects, as well as the amounts for these projects, to be financed by each authority within the dollar limit established by this authorization.
3. Debt service on the projects contained in this Item shall be provided from appropriations to the Treasury Board.
B. There is hereby appropriated $732,857,532 the first year from the general fund, $836,148,618 the first year and $220,000,000 the second year from bond proceeds of the Virginia Public Building Authority or the Virginia College Building Authority, and $174,485,987 the first year from nongeneral funds for the construction, acquisition, and other capital costs of the following projects subject to the pool process delineated in § 2.2-1515 et. seq., Code of Virginia. Nongeneral fund amounts include $26,100,000 authorized from bonds pursuant to Article X, Section 9(d), Constitution of Virginia, as specified in Item C-38 of this Act.

C. The Department of General Services shall serve as the project manager responsible for overseeing and coordinating the project to Renovate Virginia Hall (18757) with Virginia State University.
D. To execute the project titled "Acquire Altria Building," Virginia Commonwealth University (VCU) shall remit lease payments above the actual operating costs of the building to the general fund or shall reduce the general fund portion of the purchase price equal to the amount of such excess lease payments while VCU leases space in the building to Altria or any other entity not related to Virginia Commonwealth University or the Virginia Commonwealth University Health System Authority.
E. The Indigent Defense Commission (the Commission), in collaboration with the Department of General Services, may undergo a review of its current leasing arrangements to determine (i) the cost efficiency of current lease agreements with respect to comparable space within respective real estate markets; (ii) the potential for long-term savings and efficiencies by co-locating with other public entities; and (iii) consideration of any cost benefits to purchasing purpose-use properties for use by the Commission.
F. The Director, Department of Planning and Budget, shall transfer to this item the full balance of Virginia Public Building Authority bond authorization and appropriation in an amount estimated at $9,761,906 from the Department of General Services' project Monroe Building Critical Systems Replacements (194-18368), first authorized in Item C-1 Chapter 2, 2018 Acts of Assembly, Special Session I, in order to fund projects listed herein.
G. The Director, Department of Planning and Budget, shall transfer to this item Virginia Public Building Authority bond authorization and appropriation and/or general fund appropriation in an amount estimated at $7,500,000 from the Department of Forensic Science's project 778-18167, Expand and Renovate Current or Construct New Central Forensic Laboratory and Office of the Chief Medical Examiner, first authorized in Item C-44 Chapter 3, 2014 Acts of Assembly, Special Session I, in order to fund projects listed herein.
H. The scope of the Department of General Services (DGS) project for the Commonwealth Courts Building (194-18537), as previously authorized in Item C-1.30, Chapter 552, 2021 Acts of Assembly, Special Session I, and amended in Item C-2, Chapter 1, 2023 Acts of Assembly, Special Session I, and in Item C-2 of Chapter 725 of the 2025 Acts of Assembly, is hereby revised to include improvements and safety and security enhancements to be constructed or installed within the sidewalk areas lying within the northern portion of the right-of-way of East Main Street (between North 9th Street and North 10th Street), within the eastern portion of North 9th Street (between East Main Street and Bank Street), which rights-of-way are owned by the City of Richmond (City), and more specifically as determined by the DGS project team and in collaboration with the City with respect to such rights-of-way. Accordingly, the City and DGS shall enter into a deed of easement or other proper instruments, in such form approved by the Offices of the City Attorney and of the Commonwealth Office of the Attorney General, whereby the City, without charge to the Commonwealth, shall grant to DGS, as agent of the Commonwealth, where mutually agreeable across, over, under, and above the referenced right-of-way of East Main Street and North 9th Street, (a) the perpetual and irrevocable right, privilege and easement to construct, install, use, operate, inspect, maintain, repair, replace, rebuild, improve, alter and remove (i) any construction or installation contracted for by DGS either as part of the referenced construction projects or at any time with respect to safety and security enhancements around the perimeter of Capitol Square deemed appropriate by DGS, and (ii) all equipment, accessories, utilities and appurtenances necessary to support such construction projects and such incorporation of safety and security enhancements, (b) the perpetual and irrevocable right, privilege and easement to inspect, maintain, repair, replace and rebuild the sidewalks and elements thereof (but not traffic control devices and signage or street lighting located thereupon) of the referenced right-of-way of East Main Street and North 9th Street, and (c) any necessary or appropriate temporary construction easements, upon terms approved by the Mayor of Richmond and the Governor, pursuant to § 2.2-1149, Code of Virginia; approval by Richmond City Council shall not be required. 2. The City, without expending City funds, shall cooperate with DGS (i) to support the referenced construction project work and incorporation of safety and security enhancements at and along East Main Street and North 9th Street, (ii) to relocate any utilities located in the agreed upon easement area, if necessary, and (iii) to coordinate any closure or other traffic flow controls of East Main Street and North 9th Street during the performance of the construction projects and the incorporation of any safety and security features that will enhance safety and security around the perimeter of Capitol Square. At no time shall DGS make any permanent changes to the East Main Street or North 9th Street rights-of-way without the prior approval of the Chief Administrative Officer of the City or the City hinder or delay construction of the referenced construction projects. Notwithstanding the foregoing, DGS may commence the construction project work and safety and security enhancements within the referenced right-of-way of East Main Street and North 9th Street prior to the execution of a deed of easement or other proper instruments, if deemed necessary by DGS to avoid delay in the implementation of the construction project work or safety and security enhancements.
