That in evaluating requests for the interconnection of large load customers to the electric grid, a Phase II Utility, as defined in subdivision A 1 of § 56-585.1 of the Code of Virginia, may consider potential economic benefits to historically economically disadvantaged communities, as defined in § 56-576 of the Code of Virginia, in which the local governing body has resolved that such development is in the public interest, associated with such requests.
