Page 570, strike lines 39-45, and insert:

"A.1. Upon meeting the contingencies set forth in this paragraph, the Department of Conservation and Recreation is authorized to acquire with nongeneral funds 1,240 acres of real property and any buildings or structures thereon between Little River Turnpike, James Monroe Highway, and Tail Race Road, known as James Monroe's Oak Hill Farm, for the creation of a new state park. The authorization is contingent upon the following:


a. submission of a comprehensive funding plan by The Conservation Fund, acceptable to the Department, that details and confirms $52,000,000 of nongeneral fund resources which shall include an endowment of $20,000,000 to support the park:


b. selection of a community foundation that will hold and manage the park's endowment; and


c. establishment of a non-profit Citizen Support Organization that will (i) partner with the Department in its opening and operation of the park with funds from the endowment and donated services and (ii) have a board of directors comprised of representatives from the Department, the Department of Historic Resources, Loudoun County, local, regional, and national land conservation and historic preservation organizations, and the local philanthropic community.


2. Development of the park shall be in accordance with the Department's state park master planning guidelines pursuant to § 10.1-200.1."

Explanation

(This amendment removes language in the introduced budget for the acquisition of Oak Hill and provides new acquisition authorization. The authorization allows the Department of Conservation and Recreation to acquire the property at Oak Hill Farm with nongeneral fund support following the submission of a comprehensive funding plan, selection of a community foundation to manage the park's endowment, and establishment of a Citizen Support Organization.)
