"E. Out of this appropriation, $100,000 the first year from the general fund shall be provided to conduct an assessment of the capabilities and needs of the Commonwealth's current technological infrastructure to allow for expanded public virtual participation in meetings of all state-level public bodies. The Virginia Information Technologies Agency (VITA) shall assess the capabilities and needs of the Commonwealth's current technological infrastructure to allow for expanded public virtual participation in meetings of all state-level public bodies. In conducting this assessment, VITA shall: (i) conduct an audit of meeting spaces in state government buildings to evaluate the readiness of each such space to support increased public virtual participation and identify where upgrades and modernization are needed; (ii) evaluate the Commonwealth's current information technology and identify where upgrades and reinforcement are needed; and (iii) identify other barriers to the expansion of public virtual participation in meetings of all state-level public bodies. VITA shall submit a report to the General Assembly with its findings and recommendations no later than December 1, 2026."

(This amendment provides $100,000 GF the first year for the Virginia Information Technologies Agency to conduct an assessment of the capabilities and needs of the Commonwealth's current technological infrastructure to allow for expanded public virtual participation in meetings of all state-level public bodies.)
