Page 546, after line 18, insert:

"L.1. The Commission on Local Government shall convene a Workgroup on Locally-Subsidized State Employees to review the structures, responsibilities, and fiscal arrangements through which local governments fund personnel whose positions are Commonwealth positions. The Workgroup shall include representatives of local governments, the Compensation Board, relevant state agencies, and other appropriate stakeholders as determined by the Commission.

2. The workgroup shall: (i) catalog all categories and positions considered Locally-Subsidized State Employees; (ii) determine the costs borne by localities to employ and support such positions; (iii) assess whether the Commonwealth is providing appropriate and equitable levels of funding; and (iv) evaluate the efficacy, administrative impact, and long-term sustainability of the current Locally-Subsidized State Employee model.
3. The workgroup shall report its findings and recommendations, including recommendations for future funding approaches and sources, to the Chairs of the House Appropriations and Senate Finance and Appropriations Committees, and to the Chairs of the Senate Local Government Committee and the House Counties, Cities, and Towns Committee, no later than November 1, 2026."



Explanation

(This amendment creates a workgroup to study the effects of locally subsidized positions across the Commonwealth. These employees are located in the Health Department, Courts, Clerk of the Circuit Court, Sheriff's Office, and the Commonwealth's Attorney's Office. The City of Alexandria contributes $30.0 million per year.)
