Page 528, after line 33, insert:

"F. Of the amounts provided in this paragraph, $750,000 the first year shall be designated for the Department to conduct a competitive procurement process to solicit proposals for suicide prevention and crisis management. Such proposals shall specifically address the consolidation of veteran records and files within Veterans Care Centers and Benefit Offices. The objective of this consolidation shall be to provide care providers with a comprehensive, unified view of veteran history to better inform clinical interventions, improve crisis response, and ensure seamless delivery of care services. The Department shall prioritize solutions that ensure data interoperability and compliance with all state and federal privacy regulations."



Explanation

(This amendment provides budget language that directs $750,000 of the existing $5.0 million annual GF appropriation for veteran suicide and opioid prevention toward the implementation of a high-precision, automated risk-assessment platform. This project will consolidate existing state-held veteran data into a real-time clinical tool to accelerate life-saving interventions.)
