"G.1. Out of this appropriation, $5,000,000 the first year and $5,000,000 the second year from the general fund shall be provided to the Department of Transportation for the purpose of establishing and administering a toll-relief program for eligible drivers residing in Planning District 8.

2. For purposes of this Item, an eligible driver is an individual (i) whose primary residence is in Planning District 8; (ii) whose annual income is less than $75,000; and (iii) who maintains an electronic toll collection device and an associated account.

3. The Commissioner shall use the funds appropriated in this Item on a first come basis to provide toll relief by applying a credit equal to 25.0 percent of the toll amount paid for up to the first 14 tolled trips per calendar month collected through an electronic toll collection device. Such credits shall be applied directly to the eligible driver's electronic toll collection account.

4. The Department shall submit quarterly reports to the Governor; the Chairs of the House and Senate Committees on Transportation; and the Chairs of the House Committee on Finance, the House Committee on Appropriations, and the Senate Committee on Finance and Appropriations. Such reports shall include aggregate data on (i) the total amount of toll relief issued, (ii) the number of individuals receiving toll relief, (iii) the average amount of toll relief per individual, and (iv) the total number of trips taken by individuals receiving toll relief."
