Page 512, after line 51, insert:

"L.1 The Virginia Department of Transportation shall conduct a comprehensive study to determine all costs associated with conducting routine maintenance to ensure that bicycle paths, bicycle lanes, and multi-use trails are kept clear and safe during snow events and other storm conditions. The study shall include, but not be limited to: (i) equipment costs, including specialized snow removal equipment suitable for bicycle infrastructure; (ii) personnel costs, including labor hours and staffing requirements; (iii) material costs, including salt, sand, and other de-icing agents; (iv) operational costs, including fuel, storage, and deployment logistics; (v) training costs for personnel conducting such maintenance; (vi) a comparison of current maintenance practices for bicycle infrastructure versus roadway maintenance during winter weather events; (vii) an inventory of all bicycle paths, bicycle lanes, and multi-use trails within the Commonwealth that would require such maintenance; (viii) estimated timeline requirements for clearing bicycle infrastructure to the same standards as roadways; (ix) potential cost savings or efficiencies that could be achieved through coordinated maintenance programs; and (x) any federal funding sources available to offset such costs.

2. The Department shall submit its findings and recommendations to the Chair of the House Transportation Committee and the Chair of the Senate Transportation Committee no later than November 1, 2026."

(This amendment directs the Department of Transportation to conduct a study of bicycle infrastructure maintenance costs during winter weather events.)
