Included in the appropriation for this Item is $3,000,000 the first year and $3,000,000 the second year from the general fund to implement the Virginia Delinquency Prevention and Youth Development Act, pursuant to §§ 66-28, 66-34, and 66-35, Code of Virginia. Of this amount, the Department may use up to $200,000 the first year and $200,000 the second year for associated administrative expenses."



Explanation

(This amendment provides $3.0 million GF each year for implementation of the Virginia Delinquency Prevention and Youth Development Act (§§ 66-28, 66-34, and 66-35, Code of Virginia), including $2.8 million for grants to local prevention programs and $200,000 and 2.0 positions for administration by the Department of Juvenile Justice. Grants to localities are for programs such as mentorships, community service opportunities, trauma-informed behavioral and mental health services, career planning, non-academic supports in school, and afterschool programs. Participating localities are represented on a youth services citizen board that also includes elected officials, youth-serving organizations, and representatives of the faith community, business community, and local law enforcement. The board supports development of a comprehensive plan for the development, coordination, and evaluation of youth programs.)
