"C. Out of the amounts in this item, $3,000,000 in the first year from the general fund is provided to the Secretary of Public Safety and Homeland Security to allocate to the Department of State Police and the Department of Corrections to conduct a comprehensive recruitment and retention program in consultation with a qualified vendor. The vendor must offer performance coaching services facilitated by coaches who have been trained or vetted by current or former instructors of the Federal Bureau of Investigation National Academy. The Virginia State Police and the Department of Corrections shall provide a report to the Chairs of the House Appropriations and Senate Finance and Appropriations Committees by December 1, 2026, on the activities and any assessed outcomes of the recruitment and retention program."



Explanation

(This amendment provides $3.0 million GF the first year for the Virginia State Police and the Department of Corrections to engage a vendor to provide law enforcement-specific recruitment and retention training to employees and access to a human capital management platform to address chronic vacancies at the two agencies.)
