“W. Out of this appropriation, $25,000,000 in the first year and $25,000,000 in the second year from the general fund is  hereby appropriated to establish the Commonwealth Match Assistance Program for Flood Prevention to provide grants to local governments to finance the cost share required from a local government Non-Federal Sponsor of a Storm and Flood Risk Management Project, meaning a project with a total budget of at least $100 million that reduces or eliminates long-term risk to people, property, infrastructure, or natural resources from flooding or storms, and that has been awarded financial assistance through a federal grant program, loan, or Congressionally Directed Spending. The Department will establish guidelines regarding the distribution of the grants by December 1, 2026. Any funds remaining at the end of the fiscal year 2027 shall be carried forward into the next fiscal year by the Department for the purposes described in this paragraph."



Explanation

(This amendment provides $25.0 million GF each year to establish the Commonwealth Match Assistance Program for Flood Prevention, which will provide grants to assist local governments with their cost share requirements for Storm and Flood Risk Management Projects, meaning any project with a total budget of at least $100.0 million that reduces or eliminates long-term risk to people, property, infrastructure, or natural resources from flooding or storms, and that has been awarded financial assistance through a federal grant program, loan, or Congressionally Directed Spending.)
