"L. Out of this appropriation, $1,000,000 the first year and $1,000,000 the second year from the general fund shall be provided to develop a Supplemental Nutrition Assistance Program (SNAP) for individuals who meet all eligibility requirements for the federal SNAP program but are ineligible due to their refugee, asylum, or humanitarian parolee status. The program shall be effective July 1, 2026."



Explanation

(This amendment provides $1.0 million GF each year to create and administer a SNAP-like program to provide state funded food assistance to individuals who meet all other eligibility requirements for SNAP but are not eligible due to being a refugee, asylum, or humanitarian parolee. These statuses were newly barred from receiving SNAP coverage in the federal H.R. 1. bill. These changes would be effective July 1, 2026.)
