Page 372, after line 8, insert:

"4. DMAS shall publish an electronic file and publicly accessible versions on the DMAS website of all forecast materials required in paragraphs B.1 through B.3, concurrent with their release.

5. DMAS shall provide, with each Medicaid forecast submitted under paragraphs B.1 through B.3, a written narrative describing the factors and assumptions underlying the forecast. The narrative shall include: (i) the major drivers of projected changes in enrollment and expenditures; (ii) the principal assumptions related to economic conditions, eligibility, utilization, and provider rates; and (iii) a description of material differences from the prior forecast and the specific factors causing such differences.

6. Within ten business days following submission of the November 1 Medicaid forecast materials, DMAS shall hold a public stakeholder briefing, with an option for virtual attendance, to present the forecast narrative and assumptions and to allow interested stakeholders to ask clarifying questions."

"6. DMAS shall publish machine-readable versions of all materials submitted under Paragraphs C.1 through C.4, concurrent with their release."



Explanation

(This amendment makes changes to the Medicaid Forecast that requires: (i) publishing machine-readable forecasts and expenditure materials to ensure stakeholders can independently review the data underlying key budget decisions; (ii) a brief written narrative of major drivers and assumptions to align Virginia with common practices in other states and provide essential context for understanding year-over-year changes; and (iii) a public stakeholder briefing following the November 1 forecast to give hospitals, nursing facilities, managed care organizations, and other affected parties an opportunity to ask clarifying questions to improve shared understanding of the forecast.)
