Page 379, after line 22, insert:

"RR. The Department of Medical Assistance Services (DMAS) shall: (i) examine the factors hindering Medicaid participation among certain categories of mental health professionals (e.g., psychiatrists, clinical psychologists, professional counselors, and social workers); (ii) assess the strategies and incentives that could be used to most effectively address these factors, and to entice providers to participate in Virginia Medicaid and serve individuals with a serious mental illness (SMI) or serious emotional disturbance (SED); and (iii) estimate the impact of adopting these strategies and incentives on Medicaid participation rates among these categories of providers and on the general fund. The Department shall report to the Behavioral Health Commission on its findings by no later than November 1, 2026."



Explanation

(This amendment directs the Department of Medical Assistance Services (DMAS) to examine the incentives needed to entice certain categories of mental health professionals (e.g., psychiatrists, clinical psychologists, professional counselors, and social workers) to participate in Medicaid and to serve more complex patients; and to estimate the fiscal impact to the State of adopting these incentives. DMAS must report to the Behavioral Health Commission on its findings by November 1, 2026.)
