Explanation

(This amendment provides funding and language to reimburse providers for electronic consults (e-consults), which use telehealth to reduce transfers, wait times, and delays, especially in emergency and acute care when on-site specialists are unavailable. E-consults reduce patient transfers, referral wait times, and consultation delays by reimbursing provider-to-provider consultations via telehealth. E-consults are frequently used between providers in emergency and acute care settings to obtain timely specialty guidance for complex medical conditions such as trauma and behavioral healthcare when on-site expertise is unavailable. E-consults were approved for reimbursement through Medicaid during the 2022 legislative session, but the General Assembly did not appropriate funds for this purpose. This budget amendment is a 2024 recommendation of the Joint Commission on Health Care, aligns the reimbursement practices of Virginia Medicaid with provider utilization data, and enhances care coordination.)
