Page 306, after line 52, insert:


"C. The Secretary of Health and Human Resources, or their designee, shall convene a workgroup of appropriate agencies within the Secretariat, including the Department of Medical Assistance Services (DMAS), and other stakeholders, including children's health advocacy organizations, to research and recommend strategies for streamlining the administration of children's health insurance coverage, expanding coverage to children who currently have no access to affordable and comprehensive coverage, and mitigating Medicaid and the children's health insurance coverage (CHIP) coverage losses for children. The workgroup shall (i) identify and evaluate the costs and benefits of such strategies; (ii) identify the existing barriers that children and their caregivers face when trying to access essential medical services in a timely manner; (iii) provide recommendations related to specific strategies to streamline the administration of children's health insurance coverage; and (iv) provide detailed plans for design and implementation of such strategies, including legislative, regulatory, and budgetary actions necessary to implement such strategies. The workgroup shall report its findings, conclusions, and recommendations to the Governor and the Chairs of the House Appropriations and Senate Finance and Appropriations Committees by December 1, 2026."



Explanation

(This amendment provides language directing the Secretary of Health and Human Resources to convene a workgroup of agencies within the secretariat and other stakeholders to study options for streamlining the administration of children's health insurance coverage, expanding coverage to children who currently have no access to affordable and comprehensive coverage, and mitigating coverage losses for children. The workgroup will report its findings to the General Assembly by December 1, 2026.)
