Explanation

(This amendment provides $27.5 million GF the first year and $55.0 million Gf the second year for higher education institution operating costs. The introduced budget bill included 50 percent of the funding provided in the prior biennium in the first year, and this unified amendment fully supports the first year and continues the funding in the second year of the biennium. State operating support for higher education limits tuition and fee increases for students.)
