Page 22, after line 23, insert:

"The Commission on Youth shall convene a workgroup to study local Departments of Social Services' intake procedures for Child Protective Services (CPS) cases. The workgroup shall evaluate screen out referral rates, contributing factors to high screen out rates, related outcomes, and make recommendations for additional authority for the Virginia Department of Social Services (VDSS) to initiate corrective actions. The workgroup shall include VDSS, the League of Social Services Executives, the Office of Children's Ombudsman, a Child Fatality Review team member, and others, as appropriate and deemed necessary by the Commission on Youth. The Commission shall shall issue a report with it's findings and recommendations to the General Assembly by no later than November 1, 2026."



Explanation

(This amendment directs the Commission on Youth to convene a workgroup to study local Departments of Social Services' intake procedures for Child Protective Services (CPS) cases. The workgroup shall evaluate screen out referral rates, contributing factors to high screen out rates, related outcomes, and make recommendations for additional authority for the Virginia Department of Social Services (VDSS) to initiate corrective actions. The introduced budget includes a proposal to fund a centralized system to collect child abuse and neglects reports at the state level and disseminate to the appropriate local department of social services for response and investigation.)
