"G.1. Out of the amounts appropriated in this Item, $25,000,000 the first year and $25,000,000 the second year from the general fund is provided for the Employee Child Care Assistance Program, to be administered by the Virginia Early Childhood Foundation (VECF) for the purpose of providing matching funds in order to incentivize employers and other payors to contribute to the child care costs of their employees.


2. VECF shall, in consultation with the Early Childhood Care and Education Commission, establish guidelines for the pilot program. Guidelines shall require a state contribution of  no less than 50.0 percent of the cost per slot. The employer shall contribute up to 25.0 percent of the cost per slot. Employees shall contribute no more than 5.0 percent of household income. Family income eligibility for this program shall be the same as provided for the Mixed Delivery Program. Flexibility shall be provided for securing other contributors to the cost of slots including but not limited to, philanthropy, local government, military, and/or non-profit organizations.


3. Any unexpended funds at the end of each fiscal year shall not revert to the general fund but shall be reappropriated for the same purpose in the next fiscal year until June 30, 2030."



Explanation

(This amendment provides $25.0 million GF each year for the Employee Child Care Assistance Program as provided in Senate Bill 3, which creates a cost sharing program to maximize state dollars, add childcare slots, and create stability for employees, employers, and child care services across the regions of the Commonwealth.)
