"N.1. Out of this appropriation, $281,904 the first year and $281,904 the second year from the general fund and two positions are provided to support the establishment of two full-time Medicaid billing navigator positions.


2. The positions funded in this item shall be established pursuant to § 22.1-23.7 of the Code of Virginia, as enacted by SB 73 (2026 Regular Session), and shall assist local school divisions with Medicaid billing and reimbursement processes, including but not limited to eligibility determination, documentation, claims submission, compliance with federal and state requirements, training and technical assistance, and the development of best practices.



3. The Department of Education is authorized to claim and receive federal Medicaid reimbursement for eligible administrative activities performed by the Medicaid billing navigator positions at the applicable Federal Medical Assistance Percentage (FMAP). Such federal funds are hereby appropriated for expenditure and shall be used to offset the general fund costs of this item.



4. The Department of Education shall submit an annual report by November 1 to the Chairs of the House Appropriations Committee and Senate Finance and Appropriations Committee detailing: (i) staffing and vacancy status of the Medicaid billing navigator positions; (ii) expenditures by fund source; (iii) technical assistance and training activities provided to school divisions; and (iv) any measurable increases in Medicaid reimbursements or improvements in billing accuracy attributable to the navigator support."



Explanation

(This amendment provides $281,904 GF each year to support the costs of two Medicaid billing navigator positions at the Department of Education to assist local school divisions in maximizing allowable Medicaid reimbursements for school-based health and support services. Of this amount, $20,000 GF each year is intended to support technology, systems access, training resources, and technical assistance for the positions. This amendment supports the fiscal impact of Senate Bill 73.)
