"V.1. Out of the appropriation in this Item, $10,000,000 the first year from the general fund is provided for development of the Gupton Institute of Advanced Pharmaceutical Materials Research and Training in the City of Petersburg. This investment supports early-stage site development, planning, workforce curriculum design, and initial equipment commitments necessary to advance a purpose-built small-molecule and essential-medicines training and manufacturing facility located adjacent to Petersburg's existing pharmaceutical industrial cluster.

2. It is the intent of the General Assembly that VIPA serve as the Commonwealth's central coordinating authority to align public, private, and higher-education partners; reduce duplication; and ensure regional assets function as an integrated workforce system. To that end, VIPA shall explore, coordinate, and pursue a regional “hub-and-spoke” model for pharmaceutical workforce training in Central Virginia."  



Explanation

(This amendment provides $10.0 million GF the first year for the initial development of the Gupton Institute of Advanced Pharmaceutical Materials Research and Training in Petersburg. In addition, the amendment directs the Virginia Innovation Partnership Authority to explore and pursue a coordinated hub-and-spoke pharmaceutical workforce training model across Central Virginia.)
