Page 120, after line 20, insert:

"T.1. The Virginia Economic Development Partnership, in coordination with the Department of Environmental Quality, shall convene a workgroup consisting of representatives from Fairfax County, Arlington County, the City of Alexandria, the incumbent local distribution company serving natural gas to the Northern Virginia region, the Virginia Clean Energy Bank, and representatives to determine any statutory or regulatory obstacles to developing a biomethanization facility at the Fairfax County landfill to reduce waste and emissions, and to assess the viability and economic feasibility of such a program. The Virginia Economic Development Partnership shall submit a report on the workgroup's findings to the Chairs of the House Committee on Agriculture, Chesapeake and Natural Resources and Senate Committee on Agriculture, Conservation, and Natural Resources by August 1, 2026.

2. The workgroup shall also evaluate whether the Virginia Clean Energy Bank, in coordination with the Virginia Economic Development Partnership, could assist in funding such facilities through federal financing programs, including but not limited to the US Department of Energy's Title 17 Energy Infrastructure Reinvestment (EIR) financing program. Additionally, the workgroup shall assess the potential use of artificial intelligence technologies to evaluate and enhance recycling operations and waste management efficiency."



Explanation

(This language-only amendment directs Virginia Economic Development Authority to convene a workgroup to determine any statutory or regulatory obstacles to developing a biomethanization facility at the Fairfax County landfill to reduce waste and emissions, assess the viability and economic feasibility of such a program, and evaluate the use of artificial intelligence for recycling enhancements.)
