Page 112, after line 49, insert:

"The Department shall convene a stakeholder workgroup to review the Low-Income Energy Efficiency Program Fund (02017).  The review shall consider: (1) an examination of existing programs for alignment with  § 10.1-1330 of the Code of Virginia and options to enhance, improve, or expand those programs in anticipation of Virginia rejoining Regional Greenhouse Gas Initiative; and (2) the status of the Fund, include the fund deposits, expenditures, interest earnings, obligations, and unobligated balances. The Department shall report to the Governor and General Assembly on the workgroup's findings and fund status no later than September 1, 2026."
