"3. It is the intent of the General Assembly that the Department of Planning and Budget include personnel costs for the Institute for Advanced Learning and Research into the methodology used to calculate the cost of future salary increases.

4. It is the intent of the General Assembly that the Department of Planning and Budget include personnel costs for the Roanoke Higher Education Authority into the methodology used to calculate the cost of future salary increases."

Page  215, after line 38, insert:

"4. Out of this appropriation, $106,126 in the second year from the general fund is provided to support the cost of the two percent one-time bonus payment increase provided during fiscal year 2026 for the Institute for Advanced Learning and Research.

5. Out of this appropriation, $54,010 in the second year from the general fund is provided to support the cost of the two percent one-time bonus payment increase provided during fiscal year 2026 for the Roanoke Higher Education Authority."



Explanation

(This amendment directs the Department of Planning and Budget to include personnel costs for the Institute For Advanced Learning and Research (IALR) and the Roanoke Higher Education Authority (RHEA) into the methodology used to calculate the cost of future salary increases, including bonuses. This amendment also provides $160,136 GF the second year to support the cost of a one-time bonus payment, equal to two-percent of IALR and RHEA employee base salaries on June 16, 2026.)
