At the end of the item, insert:

"FF. Out of the amounts in this item, $6,000,000 the second year from the general fund is provided to the City of Portsmouth to support the Prentis Street transmission water main improvements project. Any amounts provided in this paragraph not expended by June 30, 2026, shall not revert to the general fund and shall be carried forward and reappropriated."

Explanation

(This amendment provides $6.0 million GF the second year to the City of Portsmouth to support transmission water main improvements to increase reliability in the city water distribution system, make the system more resilient, and eliminate risk for Downtown Suffolk.)
